Of course now i recommend taking the fan down and outside to spray the parts and then reinstall. When the blade s top side is almost dry turn it over to paint the underside. Clean the fan blades arms and the brass bottom cover well with a damp rag and some multi purpose spray cleaner if necessary. Clear primer is sprayed over the fan blades make sure to wear a face mask for this step. Spray one to two coats of kilz primer onto the fan parts. The paint has primer in it seems to stick well without sanding and i was afraid it would just make scratches that would show through the paint.
After the primer coat then use satin or semi gloss on the blades. Lay them on a tarp or drop cloth. I would use a primer first if you are going from dark blades to white. You could also use a can of spray paint to paint the blades.
